This indenture made the 25th day of December in the year of our lord one thousand eight hundred
and forty one Between Abraham Byrd overseer of the poor for the first district of the county of
Rockingham of the one part and George Rosenbarger of said county of the other part witnesseth
that the said Abraham Byrd overseer of the poor as aforesaid by virtue of an order of the court of
the aforesaid county, baring date August term 1841 have put place and bind Mary Armstrong of
the age of thirteen years to be an apprentice with the said George Rosenbarger to dwell from the
date of these presents until the said Mary Armstrong shall attain the age of eighteen years
according to the act of the General Assembly in that case made and provided, By and during all
which time and term the said Mary Armstrong shall the said George Rosenbarger her said master
well and faithfully serve, in all such lawful business as said Mary Armstrong shall be put unto by
her said master according to the power wit and ability of her the said Mary Armstrong and
honestly and obediently in all things shall behave herself towards her said master and honestly
and orderly towards the rest of the family of the said George Rosenbarger and the said George
Rosenbarger for his part for himself, his executors and administrators doth hereby promis and
covenant to and with the said overseers of the poor and every og them their and every of there
successors for the time being and to and with the said Mary Armstrong that he the said George
Rosenbarger shall instruct the said Mary Armstrong in the arts of spinning and housekeeping and
cooking in all there to assertaineth and that the said George Rosenbarger shall allow unto the said
appren sufficient meat drink apperril washing lodging and all other things needful
Allso the said George Rosenbarger shall teach or cause to be taught to the said Mary Armstrong
reeding and writing and will more over pay the said Mary Armstrong twenty dollars at the
expiration of the aforesaid term in witness where of the parties have interchangeably set there
hands and seals to these presents the day and year above written

Series III is comprised of Rockingham County Indentures of Apprenticeship, which were formal contracts created by the overseers to bind poor or orphaned children to a "master" with who they would learn a trade. Their term generally lasted until the age of twenty-one for males and eighteen for females. Trades were typically determined by the apprentice's sex as well. of Virginia for violation of Chapter 388 of the Acts of· Assembly
of 1918, as amended;
This Respondent reserving to himelf the benefit of all
exceptions to the said info.rmat ion, for answer thereto, or to suoh
parts t hereof, as he is ad vised it is material f'or him to answer,
answering says;
- That Respondent lives near Churohville,on his farm, in
Augusta County, Virginia, and is the owner of said oar; that one
R~mond H. Armstro.ng and his wife are employed by Respondent on

Rockingham County, and state aforesaid; that respondent answering
on information alone, is advised that at the time of the seizure
of the said ear in Harrisonburg, on to-wit, June 2nd 1923, the.
said Raymond H. Armstrong, to whom respondent had loe.ned his oar
had on his peraa-n or in said 0-ar a small quantity of ardent
spirits; that respondent knew nothing of the ardent spirits be mg
in the oar or in the possession of the said Arm trong, or that. he
oontempla.ted transporting in said oar or otherwise any ardent
spirits, nor did he have any reason to suspeot that the said
Armstrong was oonveying or would convey liquor in respondent' a
said oar.
On the contrary respondent had every reason to believe
that said Armstrong, who ha~ been working for respondent for some
��months, and who was sober and industri ous, and was not addioted
to the -liquor habit, would not do so.
Your Respond ent denies the right of the Commonweal.th to
forfeit said oar, fo,r any violatio n of the Law on the part of
said Armstro ng, who had no interes t therein , and for a violatio n
of the said Law by him in wh ioh respond ent took no. part and of
whioh responde nt had no knowled ge;
And having fully answered respome nt prays that the said
informa tion be dismisse d;
That the said oar may be rat.urned to respond ent, free and
aoquit of all 1-iabili ty to the state of Virgini a, and that all
suoh othar and further relief be given , and that respond ent be
disnisse d with his reasonab le Qosts in this behalf expended and
he will ever pray, &o.

On June 18, 1956, Jane Foley .Armstrong was brought before the Rockingham
County Circuit Court with Judge Hamilton Haas presiding.
This woman was
represented by her own employed attorney, Mr. Charles A. Hammero On this
date the subject waived indictment and on motion of defense counsel the
Court appointed physicians to examine the subject as to her mental condition.
On July 51 1956, Jane Foley .Armstrong was examined by Dro J.B. Pettis,
and
Dr. Alvis W. Jeffries,
Jr., of the Western State Hospital and Dr. Richard
Smith of Harrisonburg, Virginia.
The doctors 1 diagnosis reveals that
subject was suffering from a malignant psychosis and recommended that
be committed to the Western State Hospital for treatment.

On July 10, 1956, the accused was committed to the Western State Hospital
for observation,
care and treatment and the superintendent
ordered to report
thereon.
On October 31, 1956, the Court was notified by Dr. J. F. Fulton,
Acting Superintendent of the Western state Hospital, that the subject had
recovered from her mental disorder.
On December 5, 1956, Jane Foley .Armstrong was returned to the Rockingham
County Jail and on December 10, 1956, the subject's
counsel changed the
plea from not guilty to guilty which was accepted by the Court and on motion
of defense counsel the case was referred to the Probation Officer for a
report.
The case was set for December 18, 1956.

The subject entered a plea of guilty to a warrant charging attempted robbery.
The warrant reads that the subject did on or about June 12, 1956, feloniously
attempt to commit robbery from the persons of W. H. Pye and lawrence Oliver
by presenting a toy pistol threatening
their lives in violation of Section 18183 of the Code of Virginia.
It is reported that on the evening of June 12 the subject left her home on
East View Street with her baby, driving her husband's 1950 Ford automobile.
She later met her brother-in-law,
PeeWee Beach, at a local restaurant
in
Harrisonburg.
This couple proceeded to the Blue Parrott Inn which is located
approximately 4 miles north of Harrisonburg on u. S. Route #11. The subject
and her brother-in-law
consumed a number of bottles of beer and about 10:30
p.m. Mrs. Armstrong brought her brother-in-law
back to Harrisonburg and
returned to this restaurant
where she continued to drink.

It is reported she left this establishment
sometime after midnight and drove
south toward Harrisonburg and parked her car beside the U T. C. Dance Hall
approximately 1½ miles north of Harrisonburgo
She then admits stopping a car
proceeding north occupied by two men. This woman entered the rear seat of
this car and as the car pulled off, she told them that it was a stick-up.
11:r-.Oliver, the operator of this vehicle, applied his brakes suddenly, throwing
the subject against the front seat at which time she was struck by one of the
men, knocking the gun to the flooro
This woman was then taken to Pye 1 s
Restaurant and while one of the men was calling the police, this woman slipped
out of the automobile and fled.
She was later apprehended in the back seat of
her car with her baby in a driveway diagonally across the highway from the
Pye Restaurant.

This woman told a number of stories regarding this offense which were very
fantastic
and later attempted to commit su_icide in the Rockingham County Jail
which resulted in the mental examination and committal to the Western State
Hospital.
PRIORRECORD: The subject has no prior record in this area, but it was found that she was
committed to the Industrial
School for Girls at Lancaster, Massachusetts,
on
March 18, 1953. She was charged with being a delinquent child in that she
committed the offense of being a run-away.
This girl was confined to this
school for approximately 16 months, being released in the spring of 1954.
FAMILYHISTORY:Ja.neFoley Armstrong is the youngest of three children born to James H. and
Grace I.a.Porte Foley.
She was born at Medford, Massachusetts,
on July 29, 1936.
The father, who is now 51 years of age, is a native of Massachusetts, has a
high school education and has been employed for the past fifteen years by the
General Electric Corporation in Massachusetts.
It is reported that the father
is very stable, is a good provider and is very loyal to his family.
He also
bears a good reputation in his community. The mother, who is now 53 years of
age, is also a native of Massachusetts and her chief experience has been that
of a homemaker. The parents are Catholic and the mother apparently is active
in church work and bears a favorable reputation.
It is reported that the
mother is neurotic and highly emotional.
The Massachusetts Authorities
report
that the parents were overly-protective
of this girl, in that she was the
youngest child.
The subject was pampered and spoiled by her parents who
exercised very little
discipline
over her.
It was found that the subject has
one brother and one sister - James H., Jr., age JO, who lives with his pa.rents
and Mrs. Arline M.mro, age 26, who lives at 19 Dell Street, Somerville,
Massachusetts.
In the fall of 1954 the subject entered the Littleton
High
School. At that time she was going with a soldier and became pregnant during
that fall and dropped out of school.
A son was born to the subject in June of
1955 out of wedlock. The subject started dating Leonard Edward Armstrong who
was then in the Army and stationed at a Camp near the subject's
home in
Massachusetts.
This boy was released from the Army in December. This young
man secured employment in Arlington, Virginia, and the subject and her baby
joined Armstrong the first of January 1956. They reported that they had been
married in Fairfax County. They then ca.me to Harrisonburg in April 1956 and
were living in a small house located on Ea.st View Street at the time of the
offense.
Since the subject's
confinement and apparent recovery from her mental
illness,
she and her common-law husband indicated a sincere desire to get
married and as a result her pa.rents came to Virginia and this couple was
legally married in Harrisonburg on December 15, 1956.

GHBORHOOD: the better-class
residential
section of Everett, Massachusetts~
At the time
of this offense the subject and her common-law husband were living in a small
house located on East View Street in Harrisonburg, Virginia, which is a
lower-class white and colored residential
section.
HOMEANDNEI-
EDUCATION:
The subject entered school when she was six years of age and last attended the
Littleton
High School at Littleton,
Massachusetts,
where she quit in the 12th
grade due to pregnancy.
The reports from Massachusetts indicate that the
subject has an I. Q. of 116, placing her in the bright, normal group 0 It was also
found that she was not a behavior problem in school.
RELIGION:
Jane Foley .Armstrong is a member of the St. Anne's Catholic
Massachusetts.
INTERESTSAND
ACTIVITIES:
It is reported that this woman has a talent for art and that she can do freehand drawing.
She also-likes
to participate
in group singing and was a member
of several choirs and is very fond of horse back riding.
HEALTH:
The mother reports that this girl's
birth was normal and apparently she was
a normal child with the exception of enuresis until she was 14 years of age.
It appears that the mother was very critical
of the subject's
associates
and
refused to realize that this girl was developing into adolescence.
As a
result this girl rebelled and ran away from home on several occasions.
On
these occasions this girl became involved in immoral conduct which later resulted
in her connnittal to the Industrial
School for Girls at Iancaster,
Massachusetts •.
During her confinement and afterwards this girl would take spells of depression and imagine that she could see grotesque faces, little
men, dragons, etc.
It appears that she would commit delinquent acts - in fact would act them out.
After committing the acts, this girl would go into periods of depression and
then would try to punish herself for her deeds.
Church, Littleton,
After this woman's committal to the Western State Hospital she was under the
care and supervision of a psychiatrist
and other doctors.
The staff changed
the diagnosis,
stating that they-did not feel that this woman had malignant
psychosis.
They feel that she has made a marked improvement and possibly has
matured and that if she is now willing to accept the realities
of life and be
honest with herself,
as well as her associates,
it is possible that she can
reach a satisfactory
adjustment.
EMPLOYMENT: The subject
has had very little
work experience.
She was employed for a
short period of time as a file clerk and for other short periods as a waitress.
The subject's
husband is now employed by the Bare Tile Company, Harrisonburg,
Virginia, and is now making $1.25 per hour,
This woman has no Military
history and no resources.
RECOMMENDATION
AND PLAN:
It is found that the subject's
husband has accepted and appears to be very
fond of her child.
He has cared for this child during her confinement and
has been very loyal to Jane.

As ordered by the Circuit Court of Rockingham County, Virginia,
I examined the above-named person in the Rockingham County Jail in Harrisonburg, on Monday, 2 July 1956. To assist me in this examination, I had Dr.
Alvis W. Jeffreys, Jr., Director of the Psychology Department of Western
State Hospital, to administer to Mrs. Armstrong a battery of psychometrics
and a Rorschach examination.
I have conferred with Dr. Richard Smith of Harrisonburg, who had
previously examined the prisoner.
As a result of ntv examination, together
with that of Dr. Smith and Dr. Jeffreys, it is ntv opinion that Jane Foley
Armstrong is suffering with a malignant form of psychosis, and should be
conmrl.tted to a mental institution
for care and treatment.
If I may be permitted to suggest the particular institution,
I would urge that it be the
Western State Hospital, where Mrs. Armstrong could receive a dynamic program of therapy. This is essential, as she is a young womanand may profit
by such. Dr. Smith concurs in this opinion.

apprehensive, confused, and disturbed, but she has responded well to
treatment, and it is the opinion of the Staff of this hospital that she
is now recovered from the mental disorder she had when sent here.
We are now ready to discharge Mrs. Armstrong, and would appreciate your advising us of the disposition you wish made in the case.
If you desire that she be released to the custody of officials,

that she may be returned to the court, an official designated by you may

The first series of <span>the SNP Records collection consists of 4,756 documents related to The State Commission on Conservation and Development of the State of Virginia v. Cassandra Lawson Atkins and others, and Fifty-Two Thousand Five Hundred and Sixty-One (52,561) Acres of Land, more or less in Rockingham County, Virginia, court case initiated by the state of Virginia in order to acquire 52,561 acres of privately held land located within the northern Blue Ridge Mountains. </span> The Virginia government in collaboration with the federal government, used condemnation, a process that involves the seizure of an individual's private property for public use, without the owner’s consent, but with payment of compensation, and more formally known as “eminent domain,” to create the Shenandoah National Park. The documents within the collection almost entirely refer to land located within Rockingham County, but other counties within the park’s scope followed a similar process to acquire the land. The documents are broken up into three categories: Deed Books, Miscellaneous Documents, and Condemnation Cases.
