Virginia,

Black.

home his wife did not uant him to e;o to New Jersey,

The subject
reported
that they returned to Harrisonburg- on Sunday, September 22, and mentioned that they had been
drinking beer and some uhiskey intermittently
all weekend.

Roger Nilton Lowe, Jr., white married male, age 25, was born February 1, 1938.
He is the second of five children born to the marria~e of Ro~er }'Iilton Lowe, Sre
and Carrie Louise Mosher Lowe. The subject's
father stated that he aTd his wife
were married in 1929 at Arlington, Virginia.
The subject's
father, Roger Nil ton Lm-re, Sr., age 48, stated he was born on Hay
at Leesburg, Virginia.
The subject's
father stated he completed high
school and attended one year at Shepherdstovm College, Shepherdstorm,
rest Virginia.
He presently resides at th~ Valley Trailer Park, Route #3, Harrisonburg.
He reported he enjoys '""oodhealth and is employed as a well driller
for Mr. Georfe F.
Burner, HcGaheysville, Virr;inia.
This man reported he is a member of the Methodist
Church, however, attends the Greenmount Church of the Brethren at the present time.
The subject's
father has been in Court for traffic
violotions
and being drunk and
disorderly,
b1 1t reported no felony record.
The s bject 1 s father is living 1<l th
a Mrs. Effie Dean and it was reported that this couple has lived together for 17
years.

The subject's
mother, Carrie Louise Mosher Lowe, is reported to have been born in
Arlington.
Ver,r little
information was received reo-ardin..; this woman; however,
reports indicate that she Has very unstable, drank excessively,
anc1 did not provide
a suitable home for her children.
Reports indicate that the Fairfax Welfare Department made numerous attempts to rehabilitate
the subjE'ct's mother, but was unsuccesful.
Accordinr; to the subject, his mother died on Au-::.·ust23, 1959, of double
pneumonia.
The subject
has the followi.nc siblincs:
Hary Louise Lowe - this
child died of pneumonia when approximately one ye2.r old.
Lowe - this child 1Jas placed out for adoption and the subject nor
his father know his whereabouts.
Laura Mar,.,.aret Lowe - this child was placed ort for adoption and her whereabouts
is unknown.
Caroly-n Sue Lowe - this child died of pneumonia ~hilr, an infant.

HISTORY:
The subject is the victim of a broken home. His fath'"'r reported t},2t he was in
the service when the subject was born an..::fnrther advised that he and the subject's
moth8r separated from each other when the s 11bject was quite young. Accord.in~ to
reports received from the Fairfax County Welfare Department, tl:.e S'.J.bject as well
as his younger brother and sister were received into foster care in November of
1947 under an entrustment agreement filed by their mother, and official
custody
was received in 1948. It was reported that th-:: subject lived in many foster homes,
but did not adjust satisfactorily,
primarily due t0 t~~ attachment he had for his
mother.
It ,Jas reported that- thG welfare departm 0 nt attempted to work 1 .:. tt, Mrs.
Lowe so she coPld better provide for her farrily, but this was unsuccessful ancl she
was; therefore,
unable to ever provide a suitable home for the children.
As
mentioned previously,
the s· bject 1 s two younger siblings 1mre nlaced for adoption
and he does not know their whereabouts.
It was also reported that the s 11 bject was
placed in the Blue Ridge Mountain School when he was approximately 12 years o:: are,
but he did not stay in this school very long, and once again returned to the
Arlinrton or Fairfax County Area. Reports indicate that the subject's
custody was
released from th" Fairfax County Welfare Department in July of 1956.

Several people .-rere contacted while makin'~ t 11is investication.
However, they did
not express many feelings concerning the subject, as the subject is not too well
known in this area.
