Clifton Aylor and others, and Thirty-Seven Thousand Four Hundred (37,400) Acres of Land, more or less, in Rappahannock County, Virginia. This was a court case initiated by the state of Virginia in order to acquire privately held land located within the boundary of Rappahannock County in the northern Blue Ridge Mountains. Within the boundaries of eight counties, the state of Virginia, in collaboration with the Federal government, used eminent domain condemnation, a process that involves the seizure of an individual's private property for public use, without the owner’s consent, but with payment of compensation to create the Shenandoah National Park. The documents in this collection are the legal proceedings for each individual tract of land that made up the one court case. In most cases, the individual case files consist of property surveys, assessments for the value of the land and improvements, and claims by the owner of the property.</text>

The basic differences between Petitioner and ~his
exceptant are as to the classificatio n and value of the land,
and improvements , and buildings.
Although we believe the values reported by the
Petitioner's appraisers were very liberal and that the findings
of the Board of Appraisal Commissioner s as to values are sub~
stantially too high, we have accepted and will not seek a lower
valuation than their findings as shown on the above tables in
this case.
As to the classificatio n of the land and the other
elements of value we submit that these matters are correctly
set forth in the Work Sheet of the Board with references to this
case, and not as set forth in the exceptant•s statements.

This

Work Sheet is filed with the record and a copy of this Work Sheet
is submitted with copy of the record tendered herewi~h, and
additional copies of the Work Sheet in this case will be furnished
if desired.
