He is not considered, from the standpoint of his mental condition, as being
a suitable candidate for trial.

Charles was paroled in care of his mother, Mrs.
Melvin Tobin, Route 3, Harrisomburg, Virginia, on March 24,
1951. As far as I can tell he is still in the home of his
mother.
There is a possibility
that the operation of sexual
sterilization
will be recommended in Charles' caseo This cannot
be done as long as he is here on Court Order.
Please let me
know whether or not you will be willing to discharge him from your
Court Order with the understanding that he would be committed.

This will acknowledge receipt of your letter
April 10th concerning the above mentioned boy.

After careful study and examinations our staff
diagnosed this case as Mental Deficiency, Undifferentiated;
Intellectual
Status:
Imbecile.
This boy got along nicely
here at the Colony and caused no trouble.
In December 1950 this boy's mother requested that he
be allowed to return hom for Christmas and we took this matter
up with Mr. Robert Switzer and he wrote us on December 19, 1950
that the Judge did not feel that he had any jurisdiction
over this
boy and we therefore permitted him to go home for two weeks. He
returned on time and on March 24, 1951, he was paroled to his mother
with the permission of the Court and he has been at home on parole
status ever sinceo
Reports from his mother at intervals indicate
that Charles is getting along satisfactorily
and he has been allowed
to remain.
He will be considered for discharge now that he has
been out for over a year and we would appreciate your recommendations
in this matter.
