On the £.0 , 1934, came the petitioner day of in the above styled proceeding , by counsel, and exhibited to the Court the record therein, including the petition filed the 7th day of April ,1930 , and the map filed with and made a part thereof; the report filed by the Board of Appraisal Commissioners appointed therein, together with the county Ownership M&P filed with and made a part of said report ; two judgments in rem entered respectively on the 13th day of November , 1953, and the 14th day of March , 1934; and the orders entered respectively on the 9th day of January ,1934, and the 12th day of May, 1934, setting forth the payment of the awards stated in the said judgments in rem for the taking of the numbered tracts mentioned in the tables of numbered . tracts set out in the said orders Whereupon, under authority of the provisions of section 22 of the Public Park Condemnation Act , Counsel for petitioner advised the court that it had decided not to acquire, in the course of the above styled proceeding , the lands included in the area described in the petition in respect of which said proceeding is - hereinafter dismissed , and moved the court to enter an order dis missing said proceeding in respect of the said lands, and specifically in respect of each of the several numbered tracts into which the said lands are divided as shown and delineated on the above mentioned . Hughes, ~nd 1T~omas B. ~ l\N1,~ Hensley, Trustees of the Swift Run United Brethren Church, and the exA hibits filed therewith; on the answer and petition of Joseph Sarah G. Hensley, w. D. Baugher, G. s. w. Baugher, Baugher, Mary Ellen Monger, B. F. Baugher, Herman Davis, and Gracie Dunlop, the sole heirs at law of George w. Baugher and Virinda I. Baugher, deceased; and was argued by counsel; and upon consideration the court being of opinion that the said United Brethren Church in Christ is invested with a superior or better right or claim of title in and to the tract of land, with the improvements thereon, Numbered 82, by the Petitioner, State Commission on Conservation and Development of the State of Virginia, and appraised by it at $1000 and that it is therefore entitled to receive the proceeds arising from the condemnation of the said tract of land and improvements, to-wit, the $1000; and it being made to appear to the court that it is the wish and desire of the Trustees and Communicants of the said Swift Run Church that they use the present church property so long as they are permitted to do so by the Park Authorities, and that the said $1000 should be paid to the Virginia Conference Church Extension Society of the United Brethren in Christ, a corporation existing under and by virtue of the laws of the State of Virginia, with its principal office at Dayton, Rockingham County, Virginia, to be held in trust by it for the purchase of land and the erection of a new church house in the Swift Run neighborhood, if the present church house can no longer be used as such, and it is then deemed advisable by the Trustees and Communicants 14 L �2. of the Swift Run Church to use the said 1000 for such purposes; otherwise the said $1000 to be used by the aforesaid corporation in accordance with its charter provisions and the laws of the S~ate of Virginia. Upon consideration whereof it is ordered that the said sum of $1000 for tract No. 82, paid into court by Petitioner as compensation for the said tract of land and improvements, be paid to D. Wampler Farman, Attorney for the aforesaid Trustees of the said Swift Run United Brethren Church in Christ; that the same be held in trust by the Virginia Conference Church E:x:tension Society of the United Brethren in Christ for the purchase of land and the erection of a new church house in the vicinity of Swift Run, Virginia, if the church house used by it at present can no longer be used, and it is then deemed advisable by the Trustees and Communicants of the said Swift Run Church that the said 1000 be so used; and that if not so used, then the said $1000 to / be used by the said corporation as provided for by its charter and the laws of the State of Virginia. The Clerk of this court is directed to transmit a certified copy of this order to the Treasurer of Virginia, who will pay to the said D. On the (ko day of , 1934, came the petitioner . in the above styled proceeding , by counsel, and exhibited to the Court the record therein, including the petition filed the 7th April ,1930 , and the map filed with and made a part day of ' ll thereof ; the report filed by the Board of Appraisal Commissioners # appointed therein , together with the county Ownership Map filed t with and made a part of said report ; two judgments in rem entered respectively on the 13th day of November , 1933, and the 14th day of March, 1934; and the orders entered respectively on the 9th day of January ,1934, and the 12th day of May, 1934, setting forth the payment of the awards stated in the said judgments in rem for the taking of the numbered tracts mentioned in the tables of numbered . tracts set out in the said orders Whereupon, under authority of the provisions of section 22 of the Public Park Condemnation Act , counsel for petitioner advised the court that it had decided not to acquire, in the course 4 of the above styled proceeding , the lands included in the area described in the petition in respect of which said proceeding is - hereinafter dismissed , and moved the court to enter an order dis missing said proceeding in respect of the said lands, and specifically in respect of each * of the several numbered tracts into which the said lands are divided as shown and delineated on the above mentioned . Beginning in the mid 17th century, local courts took over the responsibility of accessing property and land, but in 1786 the position of Commissioner of Revenue was established. Each year, the Commissioner assessed taxes, and then submitted copies to the Clerk of the court, which resulted in the many tax-related documents housed by the Circuit Court. It was also (and still remains) the duty of the Commissioner to administer business licenses to individuals, and once again, a certified copy was required to be filed with the Clerk of the court. The County Treasurer was tasked with recording all taxes collected, and in turn, provided a certified copy to the court. Many of the records in this group are created by the Commissioner of Revenue or County Treasure, but as copies to be maintained by the Circuit Court. Scope and Content The follow record group consists of personal property tax books from 1788-1870, delinquent tax lists from 1870-1938, capitation tax records from 1904-1933, county treasure tax books from 1877-1931, sundry receipts, bills, and fines collected by the county, licenses issued, costs allowed by the courts of Rockingham County from 1816-1877, and records detailing taxes belonging to the commonwealth from 18701929. These records provide information of the wealth, economic activity, race, and occupations of my Rockingham County residents from the 18th-20th century. �Arrangment Geographic Name There are nine series within this unit: Personal Property tax Lists, Delinquent Tax Lists, Capitation Tax Books, County Treasurer tax Books, Miscellaneous records, Claims Allowed, Fines Collected, Licences Granted, and Taxes Belonging to the Commonwealth.
